Cats are ranked by conservative skill — μ−3σ, a TrueSkill-style rating updated only by real on-chain settlements and weighted by opponent strength, never by ETH moved. A new stray starts at 0.0: uncertainty is penalised, so a lucky streak cannot top this board. Cabals are ranked by a different number for a different reason — the best ETH they actually took from non-members over any 90-minute stretch, which is also what decides who may launch. Ninety minutes because that is how long a real cabal lives: they form from observed restraint and break the moment one member takes from another.
